RF SMT assembly ATmega88 assistance

Good day,

I need assistance programming a microcontroller.  It will communicate with my in-system-programmer 
using AVR Studio but will not receive the firmware (the actual program).  

Using a new AVR ISP MKII, tested working condition with a new and correctly soldered and powered 
ATmega88 TQFP IC.  Both myself and a few electrical engineers do not understand the necessary 
frequency adjustments for the InSystemProgrammer<-->ATmega88 communication. 

In AVR studio: 

FUSES TAB: 
The SPI serial program downloading is unchecked and has a question mark. 
everything OK except it says "entering programming mode...failed" 

ISP mode error dialog box: 
~check frequency of ISP... 

I have changed the programming frequency several times based on the specs (needs to be 1/4 of 
microcontroller frequency) but unsuccessfully.  Does varying the frequencies mess up the 
microconttroller?  Who sells ATmega88's downtown Toronto?

A few people working on the same project which has been successfully completed before are having 
the same problem.  Some are engineers.  If anyone is interested in giving this assembly a try of 
their own, after this part there is about a day (intermediate speed) of SMT soldering to do and I 
pay $200 for its completion by Tuesday.  I have all the parts and documentation.  I drop off and 
pick-up, in Toronto.
