I use gpasm (http://gputils.sourceforge.net/) and gpsim for testing, gpsim
is a bit flakey at times, but I find it indespensible:

If you're happier using C, I used this for a while:

recommend eventually taking the time to learn pic asm - you understand
whats going on a lot better.

I use prog84 for downloading code to the chip via the serial port, I'm
programming the 16F84, but it looks like it might work for you too:
