I had a look at that list and the advice is in line with that I have 
heard elsewhere; err on the side of too many power filtering capacitors. 
Some would put filtering capacitors on both sides of the PIC one on the 
rs232 chip and one on each side of the power regulator.

I have read that it would be best to use ceramic caps. Could we 
standardize what value these caps should be?
